Managing Training and Compliance in the Construction Industry

The Construction Industry faces a major challenge meeting regulatory compliance not least the health and safety of the workforce and companies failing to meet compliance, face tough penalties.

 

Construction Industry Training Board (CITB)

The CITB is the Industry Training Board and a partner in the Sector Skills Council for the construction industry in England, Scotland and Wales. The role of the CITB is to work with industry to encourage training and compliance to help build a safe, professional and fully qualified workforce.

Under the Industrial Training Act, CITB must assess all employers ‘engaged wholly or mainly in construction industry activities’. In other words, when construction takes up more than half of the employees’ time.

Construction industry workers are required to have completed a CITB Health, Safety and Environment test.

 

Training Schemes

There are several schemes that are designed to ensure the workforce is adequately trained with the right skills to do their job such as the Construction Plant Competence Scheme (CPCS) and the Construction Skills Certification Scheme (CSCS). Either scheme requires workers to reach and maintain competency and skills through theory tests to enforce knowledge as well as practical tests and operating competence on the type of plant they are required to use.

Additionally, plant operator’s knowledge and experience can be measured against national standards through a National Vocational Qualification (NVQ).

 

Tracking CITB compliance

With the wide range of skills and competency training that is required for workers in the construction industry, often as a mandatory requirement depending on the worker’s role means the recording and managing of a worker’s qualifications and competence can be quite a headache. It highly likely that many of the following will need to be recorded and tracked:

  • Card Scheme Registration Numbers (CITB, CPCS, CSCS etc)
  • Level of competency (Blue Card or Red Card)
  • Details of worker’s competency on each different Plant Categories (Theory and Practical)
  • Competencies with expiry dates that need to be renewed
  • Recording Training Certificates

It is therefore important to have a system in place that allows you to record all of this information and provide tools that will allow you to manage the compliance of your workforce through, Course Expiry reminders, Mandatory training against roles, Individual Training Profiles, management of Delegate lists, Cost analysis and reporting for claiming grants.
