How to Choose an ATS for Your SME: A Scoring Framework That Actually Works

Most SMEs choose recruitment software the same way: watch a few demos, compare feature lists, then pick whichever felt best or cost least. A year later, adoption is patchy, the workflow doesn’t quite fit, and the business is back in the market again. A structured, weighted evaluation gives you a decision you can actually defend.

What is an ATS?

An applicant tracking system (ATS) is software that manages recruitment end to end — posting jobs, collecting applications, moving candidates through each hiring stage, and supporting compliance record-keeping such as GDPR data retention and right-to-work checks.

Why feature checklists lead SMEs astray

  • Demo-driven decisions. Vendors control the narrative in a demo; every system looks capable when shown by someone who knows it inside out.
  • The loudest voice wins. Without shared evaluation criteria, the decision defaults to whoever argues hardest, not whoever has the best analysis.
  • The feature list keeps growing. Every demo adds a new “nice to have.” If your list keeps expanding, you’re reacting to vendors, not evaluating against your own priorities.

The six dimensions that actually matter

Score each ATS you’re evaluating against six outcome-based dimensions, from 1 (poor) to 5 (excellent):

1. Workflow fit

Does the system map to your hiring process rather than forcing you to bend around its assumptions? Check whether it can run different workflows for different roles at once, and how it handles agency-sourced candidates.

2. Adoption realism

The most common reason ATS investments fail isn’t a missing feature — it’s underuse. Ask how the vendor onboards a team your size, and whether they can show real adoption data from similar customers.

3. Candidate experience

Your ATS is part of your employer brand. Try applying for a role yourself during evaluation — if it’s slower or more frustrating than applying via LinkedIn, that’s a red flag.

4. Compliance confidence

GDPR candidate data retention, right-to-work audit trails and equal opportunities monitoring are legal obligations for UK SMEs. Ask how the system handles data deletion requests and what audit trail it produces for each hiring decision.

5. Data utility

Ask whether reporting turns activity into insight you’d actually act on, or whether it’s an afterthought.

6. Future readiness

Ask which AI features exist today, what’s planned, and whether you can opt out of or delay specific features.

How to score and weight your evaluation

Assign a weighting to each dimension before you see any demos:

  • 1.5 — high importance: a gap here would seriously hinder adoption or outcomes
  • 1.0 — standard importance: matters, but isn’t decisive alone
  • 0.5 — nice to have

Add your weightings, multiply by 5 for your maximum possible score, and set a pass threshold at 60% of that total. Any vendor scoring below the threshold doesn’t meet your stated priorities.

Illustrative example: a hypothetical 120-person firm with no in-house recruiter, hiring around 18 people a year, might weight adoption realism highly (2.0, after a previous ATS failed on exactly this) and data utility low (0.5). With weightings totalling 7.5, the maximum score is 37.5 and the 60% pass threshold is 22.5. Scoring vendors this way turns a subjective decision into a documented, defensible one.

A quick-reference SME ATS evaluation checklist

  • Set your dimension weightings before you see any demos
  • Give every vendor the same two or three real hiring scenarios
  • Score live during the demo, not from memory afterwards
  • Ask for evidence of adoption among similarly sized customers
  • Confirm GDPR data retention, deletion and audit trail handling in writing
  • Compare total weighted scores, not gut impressions
  • If you go with a lower-scoring vendor, document why
